Legally, that's the case here if the dog is molesting your livestock.

But if you break into the dog owner's home to shoot the dog because it molested your livestock years ago, I doubt if any country's laws would back you up. Which is what the Pakistani government is complaining about.

I do like dogs - and with owning them comes an obligation to take responsibility for them, or you'll find them in the ground and/or yourself in court.

But you don't usually find your neighbour kicking in your door or throwing grenades through your windows. So we're lucky that civil law is better policed than international law.
