It has been my experience that most places in the west have some form of kink lifestyle nearby. You just generally have to find it and they often hide. You may be better off picking a selection of places you want to live/can afford to live and posting these and asking if anyone on here lives there. Getting an intro into the local scene before you move is a good idea, I feel.
My gauge is the cities with the biggest kinky parties in them. And the most advanced and big budget. And things like hotels that cater specifically for BDSM customers. Just compare the prevalence of things like it. London and Amsterdam wins by a mile. I wouldn't know what other method of measurement to use. I suspect that all people and cultures are about as pervy, so the only difference between them is how open they are. I'm basically saying that, the more open a society is about BDSM the more active and vibrant will the scene be. The bigger the parties, the more people interested in it. London and Amsterdam are the two cities most Europeans go to if they want to go to a good BDSM party. I go to Rubberball each year and I meet plenty of US citizens, who do nothing but complain about the scene where they come from compared to London....and that includes New York.

I know New York has got plenty good parties, and so has Tokyo has plenty of good parties. I hear a lot about Sidney, but I can't recall any specific party being mentioned, it's more like "Sidney rocks"... so it could be simple local patriotism.
