Yes that could be done, they would have VERY strict supervision.. making anyone cum would demand serious punishment.

Hmm now that's an idea.. they would wear a special chastity belt with a vibrator that would be activated throughout the day. All staff would have master keys to unlock them for delivering of punishments.
